Who is Masira in One Piece?

He and his brother Shoujou, who is a salvage expert, had been searching for the treasure of the legendary pirate: Mont Blanc Noland. When the Straw Hat Pirates arrive on the island, Masira and Shoujou are initially hostile towards them, believing that they are after the treasure. However, after a series of events, they become allies and offer to repair the Going Merry.
One Piece Merry can't be fixed
Masira and Shoujou are unable to fully repair the ship due to its advanced level of damage, but they are able to make it seaworthy enough to get the Straw Hat Pirates to their next destination.
